The best place to nail this skill without too much hassle is the Tokyo shipyards. The area offers several usable ramps, and above all two options that are really well suited to the exercise.
The first - and most reliable - is the large danger sign on the Tokyo docks. The whole docks area gives you enough room to build up speed before reaching the ramp. That's the key point: you need to arrive fast, but above all with the right angle.

The technique for triggering the barrel roll
This is where a lot of players get it wrong. A clean jump through the center of the ramp won't produce a barrel roll - at best you'll get a stylish jump, at worst nothing at all. What you need to do: in the last few meters before the edge of the ramp, shift your car slightly so that one side of the wheels hangs over the side of the ramp. This imbalance at takeoff creates a lateral impulse. Physics does the rest: the car tips over and completes the full rotation in the air.
Visually, the moment you leave the ramp, your car should already be slightly tilted to one side. If it takes off flat, the barrel roll won't trigger.
The second docks ramp: effective but tricky
Just behind the large danger sign on the Tokyo docks, there's a second, irregular ramp, to be found between a group of containers and a large freight warehouse. It works on the same principle, but be careful: some containers are placed directly in the exit path. If you hit them on landing or during the jump, you'll lose your skill streak and the barrel roll may not be counted. Take the time to memorize the trajectory before launching at full speed.
