How the windmills work
The windmills in Story of Seasons: Grand Bazaar aren't available from the very start of the adventure; at first, all the windmills are closed and must be restored through specific quests.
The usage method is very simple once a windmill has been unlocked: you first need to interact with the structure, then choose the item you wish to craft, and finally the desired quantity, which then sets the windmill in motion. Crafting requires a certain amount of time, though this can be reduced on windy days, as the blades spin faster and make the activity go quicker.

How to unlock each windmill
The first one to unlock is the Red Mill, accessible fairly early in your playthrough, during your first meeting with Isaac, the person in charge of Zephyr Town's windmills, who tells you that the buildings no longer work, and asks you to gather 10 units of wood and 10 stones to repair the Red Mill. These resources are relatively simple to find in the environment. Once you've gathered everything, go back to see Isaac, who will take care of restoring the mill and introduce you to the first crafting practices. After completing this first request, the Red Mill will be permanently accessible, letting you use it freely as you wish.

The Blue Mill is the second one to be unlocked. After some progress in the game, Isaac comes back to you with a new request: during the quest "Have You Seen Something Lying Around?", he explains that he's lost a mill repair tool somewhere near a bench in the bazaar area. Your mission is to find this tool and bring it back to Isaac, who will then be able to restore the Blue Mill, opening up a wide range of new crafting recipes.

Finally, the Yellow Mill is your last challenge. At the start of autumn, Isaac offers you one last task. Before he agrees to restore this final structure, he wants you to prove your ability to use the crafting mills by making 100 items with the mills you've already unlocked. The best way to reach this threshold is to mass-produce fertilizer. Once you've reached the 100-item threshold, Isaac will restore the Yellow Mill to your collection of windmills.
