Unlocking the Floating Construction Kit
It's impossible to build on water with regular structures: the Floating Construction Kit is essential. It unlocks at level 66, but be careful, it's not in the usual tech tree: it's an ancient technology (the purple column, on the right side of the menu), and unlocking it costs 4 ancient technology points.

You'll then need to gather 200 Cement, 50 Korallium Ingots, and 100 Refined Wood Planks. The kit is assembled at a Production Assembly Line II or an Advanced Production Assembly Line.

How to build on water
Once the Floating Construction Kit has been crafted, you can build on water - without any special construction tool. The elements already present in your build menu now simply work on the surface of water.

In practice, to set up a dock, start by placing Wooden Foundations directly on the water. You can also install Sawmills and Quarries on them.
On the other hand, workbenches, chests, and similar items still require solid ground. The trick? Place them on a Wooden Foundation that is itself built on water: problem solved.
