In 007 First Light, the CCTV room literally blocks your progress at a certain point in the mission. Without the access card that goes with it, there's no way forward. Good news: the game hides two copies of it in the level, in two different locations. Bad news: you'll need to play with your eyes open and a discreet trigger finger, because neither one is simply sitting on a table waiting for you. You only need one of the two cards, so if the first approach seems too risky, the second remains a viable alternative.
Location of Access Card #1
The first card is located in an adjacent office, to the left of the security room. Once inside, take the time to listen: two security agents are talking, and one of them mentions that he's carrying the CCTV room access card on him. A small detail that matters - this info is given through audio, not on screen - so stay under cover and let the scene play out before acting.
Patience. You need to wait for the agent in question to head to the glass office located at the back of the room. It's precisely when he sets the card down on the table that you need to strike. Take him out quietly - a silent takedown does the job perfectly - and grab the card from his body or from the table depending on the timing of your intervention.

Location of Access Card #2
If the first option doesn't appeal to you, or if you've been spotted, head to the cafeteria for the second card. To get there, go through the locked door to the north of the security office. This door requires the Laser Strap gadget to unlock - make sure you've unlocked it before heading in this direction. Once the door is open, move carefully down the corridor that follows.
You'll come out into a fairly spacious recreation room, with a pool table at its center. This isn't just a cosmetic detail: three security agents are actively patrolling this area, and the table serves as welcome cover. Take your time, and observe the patrol patterns before exposing yourself.
To continue toward the cafeteria, go through the double doors to the north of this recreation room. Here again, agents are talking to each other - listen carefully to their conversation, it will give you a window to act without being spotted.
Stay hidden until one of the guards approaches the door on your left. As soon as he's within reach, execute a melee takedown to neutralize him cleanly.

Don't dawdle or you risk seeing him flee onto the balcony, which would complicate your mission.
Once the guard is neutralized, the CCTV room access card is yours. All that's left is to reach the CCTV room's locked door to finally unlock it and continue your infiltration mission.
