In 2015, the Jack the Ripper DLC for Assassin's Creed Syndicate had already introduced this concept: a skill tree dedicated to fear, bombs and special attacks that sent enemies fleeing in panic. Ubisoft seems to want to revive this mechanic by pushing it further in a setting - the 16th-century Holy Roman Empire, with its embraced dark and macabre atmosphere - that suits it even better.

Break or continuity? And the price?
If the fear system is indeed reworked in depth, that goes beyond mere cosmetics. The 2015 Syndicate DLC sold for around €7 to €10 and offered about 3 to 4 hours of content - a short but focused format. No pricing or duration info has leaked for the Hexe version.
