If you want to trigger the second secret cutscene of Destiny 2, "The Winnower", you first need to unlock the two triumphs "Sortie Send-Off" and "Me and You, Big Blue".

Once both triumphs are completed, go to "The Sludge" in the EDZ area, and follow the path north to the Forest where you'll find a first portal. By passing through it, you'll discover a second portal which you can interact with to trigger the ending cutscene.
