Try searching around the containers. Head to the location on the map where a broken elevator is located. To get it working again, you'll need batteries, and once it's repaired, one player must stand in the elevator holding a fuel cell while the other activates the elevator to go up to the next floor. After using the elevator, you'll find a door on that floor, which unlocks thanks to the four previously activated buttons, granting access to a terminal with another fuel cell that allows you to access a locked room containing some valuable loot.
