To get there, head to the south of the building where you'll find a blue rolled-up ladder giving access to the first floor. A Sentinel may be present in the area, so be careful. Once there, go through the door on the right and the corridor on the left, which leads you to a row of lockers. The neighboring rooms also contain a number of lockers.
If you can't manage to find it, you still have the option of leaving this location via the water treatment station elevator and trying again later.
