The Ramen Bowl Plushie is obtained by cooking Ramen. That's probably the method you were expecting, but the drop is so rare that you could go through cooking session after cooking session without ever seeing it, to the point of doubting your method.

Rest assured: as long as you're cooking Ramen, you're on the right track. This item is simply an extremely rare and random drop: it's all down to luck. You might get it after two or three batches... or cook hundreds of bowls without ever seeing one.

To maximize your chances, join a cooking party with other players: it's faster, more efficient and more enjoyable. It's your best option.

The time limit for this dish is exactly 1 minute and 20 seconds. Be quick: otherwise, the dish fails, and you lose any chance of the Ramen Bowl Plushie appearing. It's much easier to manage as a group - yet another reason to favor cooking parties.
